BOARD OF SELECTMEN
SPECIAL MEETING MINUTES


The Board of Selectmen held a Special Meeting at 4:00 pm on July 12, 2018 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Chris Kerr were present.

The meeting was called to order by First Selectman Bonnie Reemsnyder.

1.   Approval of Call of Special Town Meeting on July 23, 2018:
First Selectman Reemsnyder reviewed the revised call of the Special Town Meeting for July 23, 2018, explaining that three of the items discussed at a previous meeting were not ready to be added to the meeting call, as we did not have enough time to get feedback from the Town Attorney.  Therefore, the call of the meeting would be as follows:

SPECIAL TOWN MEETING

The Board of Selectman of the Town of Old Lyme hereby give warning that a Special Town Meeting will be held on July 23, 2018 at 7:30 PM in the Meeting Hall of the Old Lyme Town Hall, 52 Lyme Street, Old Lyme, Connecticut, to consider and act upon the following:

  • A proposal to appropriate $1.75 Million towards the cost of the capital
construction project being undertaken at the Library by the Old Lyme Phoebe Griffin Noyes Library Association, Inc.

  • A proposed ordinance to amend the Town’s Harbor Management Plan to create a procedure for the Harbor Management Commission to recommend variances from the Harbor Use Zone Standards of the Plan to a state or local permitting authority acting on an application to conduct activities affecting the waters of Old Lyme. A copy of the proposed ordinance is posted on the Town’s website and paper copies are available for review in the office of the Town Clerk.  If approved by the Town Meeting, this ordinance shall be effective fifteen days after its publication in a newspaper having a circulation in the Town of Old Lyme.

There was discussion on the location of the meeting, but it was agreed that the meeting could take place at the Town Hall Meeting Hall. A motion was made by Selectwoman Mary Jo Nosal, second by Selectman Chris Kerr. So voted.

2.   Discussion of Proposed Pump Station Lease Agreement
First Selectman Reemsnyder distributed the latest version of the Proposed Pump Station Lease Agreement, which had been sent to the Town Attorney for revisions based on discussions at our special meeting with the Beach Association representatives on June 16, 2018. The revisions have been reviewed by First Selectman Reemsnyder and the Chair of the WPCA, Rich Prendergast. The revised agreement was sent to the Beach Association representatives for their input, with the hopes that everything adequately reflects the discussion. Bonnie reviewed the edits with the Selectmen to allow for further discussion. There was discussion about the need for a public hearing prior to going to a town meeting, and the Selectmen agreed that having the hearing at least several days prior to the scheduled town meeting is preferred.  

Selectwoman Nosal made a motion to adjourn at 4:35 PM, second by Selectman Kerr. So voted.
